Recently, the ISF and Shia militias have moved closer to the town of Baiji. ISIS is inside the town and controls the oil refinery. It is unknown the exact number of ISIS militants inside Baiji. The ISIS has planted hundreds of IEDs or Improvised Explosive Devices along the roads of Baiji. The Iraqi Security Forces (ISF) and Shiite militias are preparing to attack the terrorist organization, Islamic State or (ISIS) at Baiji, Iraq. Baiji is the location of the largest oil refinery that once produced 40% of the gasoline in Iraq. The ISIS militants have been battling the ISF and Shia militias by using sniper tactics and sophisticated attacks. ISIS has killed 14 members of their organization because they refused to fight in Baiji.
According to the New York Times, the United States Military will train three Iraqi military divisions and will have them ready to fight ISIS in the spring of 2015. US bases are in the areas of Baghdad, Erbil, al-Asad Airbase and Taji. The commander will be Lt. Gen James L. Terry, located in Kuwait and his subordinate Maj. Gen. Paul E. Funk II will be advising the training in Baghdad.

The World Bank (WB) will be sending a high-level delegation to Iraq to discuss monetary policy. The WB will be meeting with the Governor of the Central Bank and the Ministry of Finance.
Iraq government has an 80 billion dollar deficit for the year of 2014. They currently still do not have a budget. As of this time, the Iraqi parliament will not complete one for 2014 and will now attempt to pass the 2015 federal budget.
