It does seem strange that a company like Metrica would be awarded a contract for something like a currency design. They are a logistics company for the most part. Also, if they were awarded a contract, they are going to outsource the design to a consultant?
Not strange at all as Metrica, Inc performs a variety of government contracts.
So does this mean our 2003 dinar is worth $1 per 1.17 dinar?

Only the new dinar will be 1.17 per dollar. The current 2003 dinar will remain 1170 per dollar and it will take 1000 current dinar to get 1 new dinar.
Standard redenomination procedure. Nothing new, been done about 100 times in recent history.
